Two Wisconsin women have been charged in Illinois with human trafficking for allegedly involving a juvenile girl in prostitution.

Shannon Hathaway, of Stoughton, and Elizabeth Roeder, of Milwaukee, were charged with involuntary servitude of a minor and trafficking for labor/benefits, according to the Cook County Sheriff’s office.

The sheriff’s department said investigators answered an online classified ad for prostitution services and Roeder responded. During the transaction, Roeder arranged for a 17-year-old girl to take her place, the Chicago Tribune reported. Roeder had driven the girl from Wisconsin to Illinois, the Tribune reported.

Bond was set Saturday at $175,000 for Hathaway, 41, and $150,000 for the Roeder, 33.

The victim has been reunited with her family, the sheriff’s office reported.

Prostitutes were allegedly detained in a suburban Schiller Park home, driven to and from sex jobs, and if they misbehaved, were deprived of the drugs that their ringleader, Keith “Shampoo” Williams had hooked them on, authorities said Friday.

At least six women were identified as human trafficking victims of Williams, his accused chauffeur, Roman Kurek, 49, and the alleged lead prostitute, Sylvia Topolewski, 37, who served the women on an actual silver platter, Cook County State’s Attorney Anita Alvarez said.

The three, who shared a blond brick two-flat in the near northwest suburb, all are charged with involuntary servitude, a felony charge that carries a possible prison sentence of up to 30 years, and with human trafficking. Kurek faces an additional charge of promoting prostitution, and Topolewski of prostitution, Alvarez said at a news conference. Williams is being held on $650,000 bail; the other two on $350,000 each.

“What started out as a standard investigation into drugs and prostitution quickly evolved into something which was much more complex,” she said, flanked by Schiller Park police and the others who worked the eight-month undercover investigation. “Keith Williams was the chief operating officer of a sex trafficking house of horrors, providing the sexual services and drug-addicted women to countless numbers of paying customers and collecting all of the significant cash profits for himself and his associates.”

Alvarez said at least six women have been identified and offered assistance though the county’s Human Trafficking Initiative, but more are believed to exist. Anyone with information should call Schiller Park police at (847) 678-4794.




Lansing, IL March 2013


An undercover sting operation targeting prostitutes at area hotels resulted in four arrests in Lansing last week.

The operation involved officers from Lansing and South Holland, the FBI and the Cook County Sheriff’s Department’s vice unit.

Lt. Steve Roberts, spokesman for the Lansing Police Department, said the arrests took place at “several hotels in Lansing” on Wednesday afternoon. The names of the hotels and motels were not released.

Maya Brooks, 19, of Chicago; Desiree Wilds, 20, of Milwaukee, Wisc.; Bianca Perkins, 21, of Harvey and Crystal Miles, 26, of Romeoville, Ill. were arrested and charged with prostitution.

All of the women were released on bond.

A vehicle with two men inside was seen dropping off one of the women and was stopped by officers during the investigation.

Police said the investigation is ongoing and charges related to prostitution may be pending
